WebSo my AGCY-MATCH column is 0.00. But my YTD TSP AGCY-MATCH shows the standard increase from Nov. I hit 18.5 this paycheck as well this pay period. I'm going to guess that the Agency Match block shows zero because you weren't able to contribute your full amount (even though it is greater than 5%) and somebody/something had to change the amount.
